<text>COMMON SCHOOLS IN CRAVEN COUNTY.

THE BOARD OF SUPERINTENDENTS, on looking over the operations of Common Schools for the last year, find abundant encouragement. Education in our county, is advancing surely if not rapidly, and before long must shed its benign influence over its entire extent. Nine hundred and twelve children have been taught during the year, the rudiments of English education, for the unusually low sum of $2,627.00 thereby conclusively proving that the common school system is the cheapest manner of educating the rising generation. The BOARD would earnestly urge upon their fellow-citizens an increased interest and energy in the advancement of education. The whole structure of our Republican government and that of civil society are based upon the intelligence of the people--In the language of Gen. WASHINGTON, "Promote them as an object of primary importance, institutions for the general diffusion of knowledge. In proportion as the structure of a government gives force to public opinion, it is essential that public opinion should be enlightened." We must no, we cannot with safety, neglect this parting admonition of the Father of our country. He tells us to encourage schools, educate our children and seek knowledge for ourselves. Nothing that the Board could say on this head would add force to the advice of that great and good man.

The BOARD feel bound to say that large amounts of money remain due to some of the Districts, proving that schools have not been encouraged in those Districts, and in others the houses are not conveniently nor permanently located. In each District, the public should own a piece of land and house for the school, as near the centre of the inhabited portion of the District as possible. Justice, the successful operation of the school, and the Law require this. If the public owns the house, no one can disturb or break up the school; if the house is near the centre, each child will be within the reach of it; and as the school system is intended to be permanent, and for the benefit of all, these particulars must not be neglected. The BOARD have had under serious consideration, the propriety of withholding any further appropriations of money to Districts in which these important particulars are not attended to--it cannot remain quiet and witness a waste of the fund, or see it used for the benefit of the few.

To enable the Chairman to keep his accounts for each year seperate and distinct, the draft from the Committee-men for money, must be for an amount not exceeding that due for each year. If the amount to be drawn, should be for more money than is due the District for any one year, there should be two or more drafts; for instance:--If the committee-men of District No. 4 should wish to draw $134.00 (the amount due that District) they should draw one draft for $4.00 and state in the draft that it is to be taken out of the funds of 1845, and another draft for $63.00 out of the funds of 1846, and the third draft for $67.00 out of 1847.

The following are the standing rules of the BOARD:

1st That all Teachers of common schools be required to procure certificates from at least two of the Members of the BOARD, of their good character and proper qualifications, and that they be required to present them to the Chairman with their order for money and that the certificates be renewed annually.

2d That the Chairman shall in no case pay any draft, unless it is accompanied with a report of the school from the Committee-men.

3d That the Chairman shall in no case pay an order drawn on him unless the whole of the Committee-men in the district have filed with the Clerk the acceptance of their appointment.

By order of the BOARD,

JOHN T. LANE, Chairman.

              <text>COMMON SCHOOLS IN CRAVEN COUNTY.

BELOW will be found a table exhibiting the amount that was due each district in this county from the Common School fund on the 1st day of October last. In submitting it, the Board of Superintendents take occasion to remark that while they have some cause to rejoice upon the success of the Common School system in this county, they have sources of deep mortification. While some of our citizens are availing themselves of all the advantages presented to them and are giving their children that education which so justly belongs to them, there are too many who are entirely neglecting it. It is enough to make the heart sick to look at the returns made from some of the School districts and to see how many children are absent from the School. There are parents among us who make daily, every exertion to accumulate property for their off-spring, and yet entirely fail to give them what will be to them immensely of more benefit! What amount of property can pay a man for the want of an education? Let any one ask himself the question, which he

would rather part with--his property or his education, and there is not an individual who would not unhesitatingly prefer the former. That youth is rich, who arrives at manhood with good habits and a liberal education, and he is indeed poor, though possessing any amount of wealth, without them. A majority of the persons who are distinguished in this country, have raised themselves to their present eminence by their own exertions, and the aid of Common Schools. The road to honor and usefulness is closed only to the ignorant and uninformed--so, let us lay the foundation of a good education for our children to build upon, then they may, by proper exertion render themselves useful citizens.

The Board have seen many instances in this County of children possessing a high order of intellect and it is to them a source of deep regret to see it uncultivated. Our State suffers a great loss from this waste of mental treasure.

              <text>COMMON SCHOOLS.

At a meeting of the Board of Superintendents of Common Schools of Craven County, held at the Office of the Clerk, on the 29th day of November, 1851, the Chairman presented his statement of the School Fund, so as to exhibit the amount due to each District on the first day of October last, being the end of the fiscal year, and the Board proceeded to make the annual appropriation to the several Districts, of the fund for 1851; all of which was ordered to be published together with the standing rules relative to its payment. The several Committees are respectfully requested to draw their orders upon the Chairman in conformity to the said directions. The amounts due for each year will be found in the following

TABLE
[Table Omitted]

To enable the Chairman to keep his accounts for each year separate and distinct, the draft from the Committee-men for money must be for an amount not exceeding that due for each year. If the amount to be drawn should be for more money than is due the District for any one year, there should be two or more drafts; for instance:--If the Committee-men of District No. 14 should wish to draw $115 (the amount due that District) they should draw one draft for $14.00 and state in the draft that it is to be taken out of the funds of 1847, and another draft for $17.00 out of the funds of 1848, a third draft for $17.00 out of the funds of 1850, and a fourth draft for $67.00 out of the funds for 1851.

It is also ordered, that each School Committee be directed hereafter upon drawing its drafts on the Chairman, to draw for the amount due their respective Districts for the longest period of time, so as to leave any residue due, to their District to be of the most recent dates. For instance:--The Committee of District No. 14 must first draw from the funds of 1847 before those due from the year 1848, &c.

The following are the Standing Rules of the Board:
1st. That all Teachers of Common Schools be required to procure certificates from the Board, of their good character and proper qualifications, and that the certificates be renewed annually.

2d. That the Chairman shall in no case pay any draft, unless it is accompanied with a report of the School from the Committee-men.

3rd. That the Chairman shall in no case pay any order drawn on him unless the whole of the Committee-men in the District have filed with the Clerk the acceptance of their appointment.

At the said meeting, the following Report of the Committee on "Common School Books" was received, adopted and ordered to be published. And it was further ordered that the Books therein mentioned be used, from and after the 1st day of May next, in all the Common Schools of this County.

REPORT.

The Committee appointed by the Board to select a List of Books to be used in our Common Schools, beg leave to recommend the following, to wit:

Webster's Elementary Spelling Book and Primer
Webster's School Dictionary.
Pierpont's Young Reader.
The First Book of History, by the Author of Peter Parley's Tales.
Grimshaw's History of the United States.
Wiley's North Carolina Reader.
Elements of Agriculture translated by Skinner.
Mitchell's Table Book.
Davie's Arithmetic.
Davie's Algebra.
Gummere's Surveying.
Murray's English Grammar.
Morse's Geography and Atlas Combined.

It may not be amiss to offer for the consideration of the Board some of the reasons which influenced your Committee in making a portion of the above selection.

They have selected Webster's Spelling Book and Dictionary, not because they prefer this Author's orthography, but for the reason that he is fast becoming the American standard.

Pierpont's Young Reader is a simple, easy and well selected compilation for beginners in reading. It has, in the opinion of your Committee, as many excellencies as any work of the kind before the public.

The Elements of Agriculture is an interesting and instructive work and might be studied with advantage by all, and especially by farmers. Your Committee deem it not inappropriate that a portion of the time of our Common School pupils should be devoted to learning the elements of a profession which so many of them are destined to fill.

In selecting Murray's Grammar, they were not unaware of the many excellencies of Smith's. With all due deference, however, to the opinions of the Teachers, who prefer the latter, your Committee cannot but think, that a large part of the explanatory matter, which the student is required to memorize, in Smith's, had better have been left to the verbal explanation of the competent teacher. The judgment of the pupil, in the opinion of your Committee, should be exercised in this study as much as possible; it is too often made a mere effort of memory. With respect to the other books, your Committee deem it unnecessary to say anything.

              <text>COMMON SCHOOLS.

THE Board of Superintendents, in making their annual report would call again the attention of parents and others to the consideration of our Common Schools. There are in the County, as reported by the various committees, 789 male and 750 female children over 5 and under 21 years of age, making a total of 1539. Of this number only 831 have attended our Common Schools. Making full allowance for the Private Schools and the Academy in the Town of Newbern, there cannot be less than 500 children in the County, whose education, in the past year, has been entirely neglected. This state of things is indeed discouraging. The Board has endeavored to discharge with zeal, if not ability, its duties; it has taken a deep interest in the progress of our Schools, it has divided the County into convenient districts, and appropriated annually to each district, between 60 and 70 dollars, and yet it has the mortification to see one-third of our children growing up in ignorance to the reproach of the County and State. "The schoolmaster is abroad" is a common remark and intended to convey the idea that education is rapidly advancing, that the children of the rich and the poor are receiving instruction, and that we are realizing every advantage from his labours. True, it is, the schoolmaster is abroad, but where are the evidences of his success? Let the 500 children in our County, condemned by their parents, to ignorance, answer. The blame rests not with the children. They are subject to the will and control of their parents, upon those parent will rest the responsibility of doing them so great a wrong. By a Scotch Statute as old as the year 1494, a penalty, of £20 was imposed on such parents as neglected to give their children the means of instruction prescribed by law. "Parents and Guardians" says the Prussian code "are bound to send their children or wards, to the Public Schools, or to provide in some other manner that they receive a competent education." And should they fail to comply are subjected to severe pains and penalties. We refer to the Scotch and Prussian Law to show in what estimation education is held abroad. We do not deem it practicable in this country to fill our School Houses by coersive measures or penalties. We can only do it by appealing to the parents. What is accomplished by force in Europe let us as freemen do voluntarily, that our children my rise up and call us blessed,

A Table showing the Amount that was due each District on the 1st day of October last.

13 should wish to draw $198 (the amount due that District) they should draw one draft for $36 and state in the draft that it is to be taken out of the funds of 1849 and another draft for $27 out of the funds of 1850 and a third draft for $67 out of the funds of 1851 a fourth draft for $68 out of the funds for 1852.

It is also ordered, that each School Committee be directed hereafter upon drawing its drafts on the Chairman, to draw for the amount due their respective Districts for the longest period of time, so as to leave any residue due, to their Districts to be of the most recent dates. For instance:--The Committee of District No. 13 must first draw from the funds of 1849 before those due from the year 1850 and every draft must also be accompanied with the certificate of the teacher.

The following are the Standing Rules of the Board:

1st. That all Teachers of Common Schools be required to procure certificates from the Board, of their good character and proper qualifications, and that the certificates be renewed annually.

2d. That the Chairman shall in no case pay any draft, unless it is accompanied with a report of the School from the Committee-men; and unless the license of the Teacher be exhibited.

3rd. That the Chairman shall in no case pay any order drawn on him unless the whole of the Committee-men in the District have filed with the Clerk the acceptance of their appointment.

              <text>THE CYPRESS TREE

BY

J. D. WHITFORD

Copied from New Bern Daily Journal, Sept. 10th, 1882

“We find before us a large Cypress Tree; it was originally the property of the Spaights. Historians fix the building of the first vessel in North Carolina in New Bern and it was under that tree, so said our fathers living in the Revolution who received the information from their fathers, and we think it can be taken as truth.

“Stern dweller” of the shore,
Two centuries thou canst count
And perhaps as many more.

This tree is on the margin of the Neuse, with its haughty crest lifted up above the elms and cedars on the street west of it. Under the shadow of its bows, amid the thunders of the Revolution, when gloom and darkness seemed to be encircling the American Army, Nathaniel Greene stood—the friend and associate of the elder Spaight—it was then Spaight’s tree.

Some years pass by, the smoke of the war rises, the echo of the last gun is hushed in the distance, liberty is assured, our country is free, George Washington stands beside that old tree.”

-----

From History of the Presbyterian Church of New Bern, N. C., by Rev. L. C. Vass

“A large cypress tree stands near an old wharf on the Neuse, on the premises of Mr. Samuel Smallwood, but originally the property of the Spaights. Under this monarch tradition says the first vessel in North Carolina was built. Under its shade have stood General Washington, Nathaniel Greene, during trying times to his command, John Wright Stanly, who lost fourteen vessels during the Revolution, the Spaights, Hon. Edward Everett, and many of the noblest of men.”</text>

              <text>DIED

IN NEW BERN, N. C., ON WEDNESDAY, THE
14TH DAY OF MARCH, 1894,

JOHN AMOS GUION, M.D.,

IN THE 78TH YEAR OF HIS AGE.

So passed from among us into the rest of life eternal, a gentleman, upright, honorable and just, cultivated and accomplished, a citizen of usefulness, prominence and of good report, the last of a family of three brothers, and of three brothers and two sisters of the half blood, who reached the years of manhood and womanhood; a family of distinguished lineage, members of which have been eminent as citizens of New Bern, and elsewhere in North Carolina, for more than a century. It is a pathetic incident that the day of his death was also the 51st anniversary of the marriage of Dr. John A. Guion.

The first of the name of Guion, --which in time past was sometimes spelled GUYON,--of whom we have knowledge, was Louis Guion, a Huguenot refugee, who fled, with so many others of his faith, from La Rochelle in France, to escape persecution on account of religion, about the year 1674. La Rochelle was a stronghold and one of the chief cities of the Huguenots. Beautifully situated in the Southwest of France, its history,--especially during the time of the so-called religious wars in France, extending, with short intervals of peace, over a period of more than a hundred years, (1560-1685),--is full of interest. In the 17th Century the city was besieged by an army of the famous Cardinal Richelieu, and succumbed only after a most heroic defence by its inhabitants.

Louis Guion went first to England with his family, coming afterwards to America, where he arrived in 1687, and settled in New Rochelle, West Chester County, New York. New Rochelle, named in honor of the old home in France, was for many years the principal settlement of the Huguenots in our Northern States. It is the birth-place of many distinguished men,--among others of John Jay. at one time President of the Continental Congress, and the first Chief Justice of the United States under the Constitution.

Isaac Guion, son of Louis, is said to have been born during the voyage to America, but more probably was born at New Rochelle in 1692. He died at New Rochelle in 1766. His son Isaac (2nd) was born at New Rochelle in 1720 and died there in 1784. This Isaac had a son, also Isaac, the grandfather of Dr. John A. Guion, who was born in New Rochelle in March, 1740; he it was, the first of the name, who came to North Carolina, where he established himself in the practice of medicine.. He married Ferebe Pugh Williams, who was born at Fort Barnwell in Craven County, 26th of May, 1746. At the time of this marriage she was a widow, Mrs. Lee, and one of her daughters, Sallie Lee, became the wife of John Haywood, Treasurer of the State from 1787 to 1827. Sarah Lee Haywood died in February, 1791, and lies buried in the churchyard of Christ Church, New Bern, where was the main aisle of the old Church of Colonial days.
Isaac Guion settled first on White Oak River in Onslow County, from whence he removed with his wife to New Bern. By this marriage there were five children, of whom two, Isaac Lee and Elizabeth Pugh (Mrs. Francis Hawks) were born in Onslow County, and three were natives of New Bern, viz. Ann Maria (Mrs. Hugh Jones); John Williams, the father of Dr. John A. Guion; and Margaret Sarah (Mrs. Andrew Scott).

Isaac Guion with Edward Starkey, and others, represented the County of Onslow in the Provincial Congress that met in Hillsboro, the 21st of August, 1775. This Congress made active preparation for the war of the Revolution, then just at its beginning, and organized the first Continental troops of the North Carolina Line, to the 1st Regiment of which (Col. James Moore) Isaac Guion was appointed Surgeon, his commission bearing date 1st September, 1775. On the 11th of December, 1776, he was appointed Commissary of the 9th Regiment of Continentals,--of which his relative, John Pugh Williams, was Colonel, and in March, 1777, he was transferred to the 7th Regiment, (Col. James Hogun,) as Paymaster, in which capacity he served until July, 1778, when the regiments of the North Carolina Line were reduced in number and consolidated. It is worthy of note that his cousin of the same name, Isaac Guion of the New Rochelle family, also served as a Continental officer, having been in the New York Line throughout the war of our Revolution, and afterwards in the United States army.

The Provincial Congress of August, 1775, of which Isaac Guion was a member, was a very able body, and one that legislated wisely and well in very troublous times. Against it Gov. Josiah Martin, from his safe retreat on board the man-of-war “Cruizer”, in the Cape Fear River, fulminated his wrathful proclamation of August 8th, 1775, in which he forbade the assembling of the Congress, and denounced it as “one of the black artifices of falsehood and sedition.” The Congress returned the compliment by ordering the document to be burned by the public hangman, styling it “a false, scurrilous, malicious and seditious libel.”

Gov. Martin was much exercised, too, about this time, on account of the actions of the citizens of New Bern, and in the same proclamation complains of “treasonable proceedings, of an infamous Committee at New Bern, at the head of a body of armed men, in seizing and carrying off six pieces of artillery, the property of the King, that lay behind the Palace at that place, repeated insults and violences offered to His Majesty's Subjects, by these little tyrannical and Arbitrary Combinations.”

Towards the end of the Revolution Isaac Guion settled in New Bern. In 1789, by Act of Assembly, he was appointed a Vestryman--Church warden as he is called in the Act (Chap. 32)--of Christ Church, with Richard Dobbs Spaight, Major John Daves and six others, and in the years 1793 and 1795 he represented the town,--then entitled to borough representation,--in the General Assembly.

In May, 1803, Isaac Guion died, in the 64th year of his age,--his wife, Ferebe, surviving him until February l0th, 1811, when she died in her 65th year.

John Williams Guion, father of Dr. John A. Guion, was born in New Bern the 14th February, 1783. On the 15th December, 1811, he married in New Bern, Mary Wade, born in Craven County, l0th June, 1790,--daughter of Captain Amos Wade and Hannah Shine, his wife. Mrs. Mary Wade Guion died December 12th, 1818, at the early age of 28. She was a woman of great piety and abounding in good works. It is a fact of interest in connection with her funeral, though then not unusual, that her pall-bearers were of both sexes: Stephen B. Forbes and wife, John Coart and wife, Wm. Taylor and wife, Wm. Hollister and wife, Mrs. Benners Vail and Mrs. Green Bryan. So at the funeral of Mrs. Mary McKinlay, as late as October, 1840, the pall-bearers were Mrs. Vail, Mrs. Snead, Mrs. Backus, Mrs. Blount, Mrs. Custis and Mrs. Coart.

On the 23rd of July, 1820, John Williams Guion married a second wife, Mary Tilman of Craven County, who was born 23rd July, 1787, and died in New Bern, l0th June, 1856, outliving her husband, who died 17th July, 1840.

For many years John Williams Guion was prominent in business circles in New Bern, and as a Bank officer. Three children of his first marriage attained years of maturity, viz: Haywood Williams, who was born in New Bern, 9th June, 1814, and died in Charlotte, N.C., 19th July, 1876; John Amos, the subject of this sketch, born in New Bern the 22nd September, 1816, and died as above stated; and Isaac, born in New Bern, 19th October, 1818, where he died April 30th, 1845. Of his second marriage five children were born to John Williams Guion,--Tilman Henry, Ferebe Eliza (Mrs. John Justice), Mary Jane, Benjamin Simmons, and Alexander Henderson, all of whom are now (March, 1894), dead,--the last two, Colonel Tilman Henry Guion, and Benjamin Simmons Guion, having died on the 22nd of January, 1876, and the 9th of November, 1893, respectively.

The childhood and youth of John A. Guion were passed in New Bern, his early education having been at the New Bern Academy tinder the tuition of Alonzo Attmore, to whom, and to his famous “Lancastrian” system, so many owed their thorough training. It is a common remark that it was the exception to find among Mr. Attmore’s pupils one who was not well versed in all studies pursued, especially in the accomplishment of correct spelling.

At the age of 16 John A. Guion went to Tripoli as Private Secretary to D. S. McCauley, who was Consul there of the United States. There he was stationed for about two years in the discharge of the duties of his position, and on his return to this country, having determined to devote himself to the study of medicine, he entered the College of Physicians and Surgeons at Philadelphia, where, in 1837, he was graduated with distinction, and shortly after, when he was but 21 years of age, he was awarded, after a rigid competitive examination, the position of Assistant Surgeon in the United States Navy, a position he filled most acceptably until 1843, when he resigned to return to his native town to practice his profession. Dr. Guion improved to the utmost the unusual opportunities and advantages afforded by his residence in the Mediterranean Ports, and by his various cruises made while in the Navy. To other acquirements, he added that of an accomplished linguist. Besides the European languages, he became quite fluent in Arabic, a language soft and musical as spoken by him.

On the 14th of March, 1843, John A. Guion married Susan Sydney, born 24th July, 1823, oldest daughter of John M. Roberts of New Bern, and Mary E. Jones, his wife, a lady eminent for good deeds, of exemplary piety, zeal and earnestness, who was much beloved, and to her husband a helpmeet indeed. Mrs. Guion died in New Bern the 26th, of February, 1880, in the 57th year of her age. Of this marriage seven children, four sons and three daughters, survived their parents, five of whom still live in New Bern. Another son attained the age of manhood but died before his father.

A few years after his marriage Dr. Guion, in partnership with the late Edward R. Stanly, established a factory in New Bern, on the present site of the passenger station of the Atlantic & North Carolina R.R., for the manufacture of woollen cloth. This, about 1855, was converted into a cotton mill, and was afterwards transferred to East Front Street to about where the Fertilizer Factory now stands. Here he remained until 1859, when he was appointed Cashier of the Bank of Commerce, then just established in New Bern, a position held by him during the existence of that institution. In charge of the effects of the bank,--he went,in 1862, when New Bern was occupied by the Federal forces, to Burlington. N.C., then called Company’s Shops, where he lived during the continuance of the late war. Returning to New Bern at the close of the war, he resumed the banking business in partnership with the late Israel Disosway, in which he continued until 1869, when he accepted an appointment as Cashier of the National Bank of New Bern, a corporation to which his experience and able management contributed greatly to rescue from financial embarrassments. As, cashier he continued to serve until August l0th, 1886, when he was disabled by a paralytic stroke, and shortly after resigned. In process of time Dr. Guion recovered in great measure from this severe attack, but was never fully restored to his accustomed robust health. Thereafter he lived a retired life, confining himself for the most part to his home circle. In active business he mingled but little, except so far as required by his duties as Commissioner of the Sinking Fund of Craven County, and Trustee of the New Bern Academy, which he continued to discharge up to the time of his death. For many years he was a Vestryman of Christ Church, as his father and grandfather had been before him, and in 1871 when the church building was burned, he was active and efficient in aiding to procure means for its rebuilding. He took great pleasure in gardening, in which he was an adept and very successful. The writer of this remembers to have heard him say many years ago, --long before the era of truck-farming hereabouts,--that early cabbage, which many then said could not be made to “head” in this latitude, could be profitably grown here, and the experience of our truck-farmers of late years abundantly verifies the correctness of his statement.

At the last Fair of our Fish, Game and Oyster Association, held in February, 1894, Dr. Guion was a frequent and an interested attendant. Probably his last official act was, as chairman of the judges, to award the prizes in the department of Archaeology at that Fair; and in that capacity, as in every other, he left the pleasant impress upon those with whom he was brought in contact, of his excellent judgment, his great consideration and unfailing courtesy. It was the privilege of the writer to be associated with him there, and he little thought that so soon would pass peacefully to his rest this warm friend, wise counsellor and honored citizen.

“He will move onward to the eternal hills,
His foot unwearied, and his strength renewed,
Like the strong eagle’s for the upward flight.”
