The circular seeks to refute Republican claims about the Constitutional Amendment seeking to disenfranchise African American voters. A special election on the amendment was held on August 2, 1900. For more information view the article on Disfranchisement at NCPedia. The Charlotte Observer articles mentioned in the circular were published on June 6 and 9, 1900.
